Keystone Engineering is proud to announce the successful completion of a large-scale concrete restoration project at Cape Shores in Cape Canaveral. Spanning two years and valued at approximately $3 million, this project included 20 two-story buildings, each consisting of 10 residential units.
From initial inspections through final construction, Keystone provided comprehensive engineering oversight to ensure quality, accuracy, and long-term performance.
Project Planning & Preparation
The project began with detailed structural inspections of all 20 buildings. These evaluations allowed Keystone to identify areas of deterioration and develop individualized repair budgets for each structure.
To support a competitive and transparent process:
- The project was put out for competitive bidding
- Detailed permitting documents were prepared for submission to the City of Cape Canaveral
- A comprehensive project manual and specifications were established
This early-stage planning ensured the project started with a clear roadmap for success.
Concrete Restoration Process
During construction, Keystone’s field inspectors played a critical role in identifying and marking areas of damaged concrete requiring repair.
Key steps included:
- Marking areas of deterioration on balcony and walkway slabs
- Performing pre-pour inspections to verify repairs met industry standards
- Tracking and documenting repair quantities for accurate billing
One of the biggest challenges was accessing repair areas, as many units had screen enclosures, glass enclosures, and a variety of existing floor finishes such as tile, carpet, and deteriorated coatings. Careful coordination was required to complete repairs while minimizing disruption to residents.
Surface Restoration & Upgrades
Once structural repairs were complete, the project moved into the finishing phase.
This included:
- Application of a new waterproofing coating system
- Reinstallation of walkway railings
- Installation of new balcony screen and glass enclosures
These improvements not only enhance durability but also improve the overall appearance and functionality of the property.
Engineering Oversight & Financial Protection
Throughout the project, Keystone Engineering provided continuous oversight to ensure compliance with project specifications and manufacturer requirements.
Our responsibilities included:
- Monitoring construction progress
- Verifying quality and compliance
- Reviewing contractor monthly payment applications
- Confirming billable quantities and validating retainage
- Ensuring proper lien releases were submitted
- Certifying approved payment amounts
This level of oversight helped protect the Association’s investment and ensured financial transparency throughout the project.

After two years of planning, coordination, and construction, the Cape Shores project is now complete. The result is a safer, more durable, and visually enhanced community built to withstand Florida’s coastal environment.
